The temptation will be to scatter technologists across “hot” projects. That feels productive but often creates isolated prototypes that don’t scale.

A better approach is to focus on enabling layers that make dozens of AI use cases cheaper and safer.

Priority 1: Build an agency-grade AI delivery stack

  • A governed data platform (catalog, lineage, access controls)
  • A secure development environment for analytics and model experimentation

If you’re a CIO, CDO, CAIO, program executive, or head of operations, here are the questions I’d put on the table immediately:

  1. What service metric will improve in 6 months? Name it and baseline it.
  2. Who owns the system after the term ends? Name the person, not the office.
  3. What data will be used, and what’s the legal basis? Don’t hand-wave privacy.
  4. How will conflicts of interest be managed? Put recusal and procurement walls in writing.
  5. What’s the minimum viable security posture? Define it before code ships.

If those answers aren’t ready, the program will turn into churn—lots of activity, little durable progress.
