- Expand to additional enclaves after accreditation and user telemetry prove stability
- Publish a living allowed-use and disallowed-use catalog that’s easy to understand
The point is adoption without chaos. Speed without accidents.

- Build an adoption plan: training, change management, and measurement. If you can’t prove ROI in 90 days, your program will get questioned.
