Most commentary stops there—and that’s the mistake. The missile isn’t the “cost of the intercept.” It’s the receipt you can see.

  • How early do you want to engage—100+ miles out or inside visual range?
  • How confident are you in classification and identification?
  • How much risk are you willing to accept to the ship and crew?

That’s why commanders use layered defenses. Guns and short-range measures may be cheaper per round, but they’re often the last line—meaning they carry higher downside risk if anything goes wrong.

A sentence worth keeping in your head during every budget drill: the cheapest shot is rarely the cheapest decision.

Cost-per-effect is a leadership tool, not an accounting trick

Done well, cost-per-effect supports choices like:

  • Which capabilities should be forward deployed?
  • Where does autonomy help, and where does it add risk?
  • When should we spend expensive interceptors to preserve a scarce, high-value asset?

Done poorly, it becomes “unit price divided by kills,” which rewards systems that look inexpensive but require hidden infrastructure—or systems that are affordable but can’t deliver the needed effect under real constraints.

The hidden cost categories planners forget (until it hurts)

Answer first: The most common cost-per-effect errors come from mixing sunk costs with future decisions, and failing to separate direct, indirect, and common costs.

1) Stop letting sunk costs drive future choices

AI can fuse what humans keep in separate binders

In many organizations, cost data lives in one system, readiness in another, and operational outcomes in after-action reports. AI-enabled analytics can connect:

  • Intercept outcomes (Pk, leaker rates, mis-ID rates)
  • Sensor performance and environmental factors
  • Crew proficiency and watch rotation patterns
  • Weapon inventory, shelf-life constraints, and resupply timelines
  • Maintenance states and mission-capable rates

That fusion turns cost-per-effect from a quarterly study into something commanders can use during planning cycles.

AI can predict second-order costs that dominate the campaign

A single intercept decision can trigger downstream costs:

  • Depleting a scarce interceptor type and forcing different posture next week
  • Increasing maintenance burden due to sustained high tempo
  • Driving escort requirements if a high-value unit must remain on station

Good models treat these as forecastable operational consequences, not afterthoughts.

AI supports “mixed-loadout” and layered defense optimization

A practical use case: recommend loadouts and engagement policies that minimize cost while meeting risk thresholds.

For example, an AI-driven mission planning tool can:

  • Recommend when to use long-range missiles vs. shorter-range interceptors vs. non-kinetic options
  • Adapt to adversary tactics (salvos, decoys, low-altitude profiles)
  • Track inventory burn rates and enforce “don’t spend tomorrow’s missiles today” constraints

This is where the best value shows up: real-time balancing of expensive and low-cost systems while preserving mission assurance.

A strong cost-per-effect model doesn’t ask, “What’s the cheapest interceptor?” It asks, “What’s the cheapest way to keep the ship unhit over the next 30 days?”

A practical cost-per-effect checklist for defense teams

Answer first: You can improve decision quality quickly by standardizing inputs, choosing the right effect definition, and forcing inventory-and-time constraints into the model.

Define the effect like an operator would

Bad: “shoot down drones.”

Better:

  • Protect a designated ship from mission kill with a defined confidence level.

  • Sustain a defended asset availability rate (e.g., 0 successful strikes per X transits).

Require three outputs, not one

Any cost-per-effect tool should output:

  1. Expected effectiveness (with uncertainty ranges)
  2. Cost and resource consumption (munitions, fuel, maintenance, manpower)
  3. Time-to-sustain (how long you can keep doing this before you break inventory or readiness)

Bake constraints into the model so it can’t cheat

The model should respect constraints such as:

  • Minimum on-station requirements
  • Rules of engagement and identification timelines
  • Inventory thresholds by weapon type
  • Production and resupply schedules
  • Maintenance windows and crew rest requirements

A model that ignores constraints will always “discover” a solution that looks brilliant and fails immediately in the real world.

The real lesson from the Red Sea isn’t “missiles are expensive”

The Red Sea intercept story is often framed as a procurement punchline: million-dollar missiles versus cheap drones. The more useful lesson is harsher: the U.S. is paying premium prices because it lacks enough cheaper options that are equally effective at acceptable risk.

That’s not a commander problem. That’s a planning, requirements, and industrial base problem.
