The government has said the app has driven major results since its January launch—14 million downloads, 4.2 million devices deactivated as lost/stolen, 2.6 million traced, 700,000 recovered, 14 million mobile connections disconnected via “Not My Number,” and 600,000 IMEIs blocked for fraud.

Then came the flashpoint. On Nov. 28, DoT ordered smartphone manufacturers to:

  • Pre-install the app on all new devices entering India
  • Push the app onto existing devices
  • Make it visible, accessible, and not restrictable/disable-able by users

The backlash was immediate and broad: public criticism, political pressure, and reported resistance from manufacturers. On Dec. 3, the DoT retracted the order.

This isn’t “just a government story.” The same dynamic shows up inside enterprises:

  • You roll out an endpoint agent that’s hard to remove.
  • Employees (or works councils, unions, regulators) push back.
  • Adoption drops, workarounds rise, and your visibility gets worse.

Security controls people don’t trust become security theater. They exist on paper, and fail in practice.

  • Message patterns and sender reputation
  • Call behavior (short bursts, spoof patterns)
  • App behaviors (overlay abuse, accessibility misuse)

A modern approach is on-device inference: the model evaluates risk locally, and only shares minimal, aggregated telemetry (or just a “risk verdict”).

What a trustworthy security app program looks like

A credible, high-adoption model usually includes:

  • Voluntary install by default, with strong incentives and clear benefits
  • Plain-language permission explanations (not legalese)

  • Open, documented data flows: what’s collected, why, where it’s stored, retention period
  • Kill switch governance: how updates are controlled and how abuse is prevented
  • User control: the ability to pause, restrict, or uninstall (with clear trade-offs)

If you’re thinking “but then criminals will uninstall,” that’s partly true. The fix is to shift critical controls to places criminals can’t easily bypass.

Make the network do the hard work

For theft and SIM fraud, the strongest controls don’t need an undeletable app:

  • IMEI blacklisting at the carrier level
  • SIM issuance rules with anomaly detection
  • Port-out protection and step-up verification
  • Carrier-side spam filtering and sender reputation

AI can improve all of these using patterns across the network—without requiring full device-level visibility for every citizen.

Where mandates can make sense

If something must be mandatory, focus on narrow, verifiable, low-privacy-impact requirements:

  • Security update commitments
  • Default anti-phishing protections
  • Baseline telemetry limits and retention caps
  • Incident reporting obligations for carriers and device vendors

Mandating an undeletable app is a high-risk instrument. It should be the last resort, not the opening move.
