What I’ve found effective is using a two-layer decision:

  • Payment layer: is the instrument likely compromised or synthetic?
  • Account/usage layer: does the behavior look like operational abuse?

Examples of account/usage signals to correlate:

  • New account + paid plan attempt + mismatched billing country vs IP region
  • Multiple failed payments across related devices
  • Rapid creation of API keys, automation patterns, or unusual workload shapes immediately after signup

You don’t need to block everything. You need lower thresholds when multiple weak signals align.

Use step-up authentication where it actually helps

For card-not-present scenarios, 3D Secure (or similar step-up flows) can shift some verification to issuers. Yes, it adds friction. But for high-risk categories (paid AI access, high-abuse SKUs), selective step-up reduces both fraud losses and operational abuse.
